Well it depends on what you want, if you are making a reel where your character will never be seen naked, than I'd probably just model the character with it's clothes on already and not worry about modeling the naked body.
Hi there... Well, I am not versed at all with Maya, but... in the app I would use.... to make clothes I would simply select the area in mind, do an extract region>normal, out to the desired thickness of the peice of clothing you had in mind, then, deselect all, and select the inside face and do a intrude region>normal, back the thickness until it almost met, or did meet with the original object...

important to note here, that for things like shoes etc, it might be best to do this procedure during the very boxiest level, before you cut in your detail for toes etc... then hide the object, do up your local area, then hide the model, show the shoe part... and bring out the details of the shoe... then show all and hopefully the shoes fit eh :D :D
I dunno, everybody has thier own methods, some make things seperately from the git go, then assemble bla bla... and thus, this is just the way I go about things... by extracting regions... :)
and yea, Bishop_64 has a point in that most of the time most just simply extrude out these things right on the model... all in one sort of deal... it really depends on what ya want to do with things for the end result eh...

thanks for the responses. it seems that i'm going about it the right way it's just a matter of getting my modelling skills down. i guess the problem isn't that i don't know what i'm doing when it comes to the basic modelling (boxes, extrudes, etc), it's just that i need to work on modelling technique and compile my own steps to get boxes to end up looking like clothes in the end.
back to practice, hehe.
