yeah, the scratch disk was not cleared properly because the power went out. This is easy to do. What location is your scratch disk in? To find out, in photoshop, go to edit > preferences > plug ins & scratch disks. (Photoshop 7.) Your menus might be diff.
Anyhow, go to the drive that is setup there and delete the file in the root directory, which is something like PST~ something something.tmp. Just erase that file and u should be good to go.

do a search for .tmp or temp files...nuke what ever you find...
