it's really easy. Is there any portion of the logo that you are looking into making? The flare in the background is a combo of a zoom blur effect, blurs, maybe a polar coordinate distory, and some others. The text looks like it uses an outer glow w/ some wind blurring behind it. The CG logo can be done w/ some rotations and perspective distortions on the text and so forth. There are many many many ways to achieve those effects so yeah. Just play around w/ the tools you have.

The background flare can be created like this:

gradient from top to bottom , white to black. (on a square or somewhat square document)

Filter ->distort->wave .. . playaround until you got nice white spikes from top to bottom.

Filter->distort->polar coordinates
make sure the white things comes from the center now, otherwise do the gradient the other way.

then to use it easyli.
ctrl+A .. copy .. paste in a new channel. deselect, CTRL+mouseklick on the channel in the layer/channel window to make a selection of the white parts, dont mind if it looks like it misses some areas, it doesnt :) .

now switch to layers and make a new layer, choose color and fill, the last steps with the chanel thing is to get the flare with transparancy in the non-spiked areas.
