floatSliderGrp -dc "jointDisplayScale #1"

obviosly # is comment in py so is there an alternative to this?

you don't submit commands like this in python (ok, you CAN, but it's not recommended) the control value is automatically passed to the function, so you never need the # syntax
for example:
def jointDisplayScale(*args):
print *args
cmds.floatSliderGrp(dc=jointDisplayScale)dragging that slider would result in the slider value being printed out.
