Hi,

In maya when you enable "Make Live" for a Cylinder you can rotate in perspective viewport and create a curve around of cylinder .

I want to create a Tube around a Cylinder in modo only when I rotate around cylinder in perspective viewport .

You can have an object which is not selected - aka "Background object" in Modo.
Then you can make a new mesh and select to make a curve for example and in the settings for the curve selct Snapping > Constraint mode > Bacground
Then when you click to make the points of the curve it will be on the surface of the background object(s). You can also set an offset for the points (to make the curve hover over the surface).

So, basically same possibilities but different names/methods.

Constraint to Background works perfectly for Push Tool also when you need to cover some object by plane.
