how would i texture / procedural a cube like that?

Start with a ratrace material. If you want the caustic effects(pools of light collected as the light bends through and then focuses on the table), you'l need a photon-based plugin renderer like brazil, final-render, or vray. There's also probably some SSS going on too.

If you don't need the caustics, you can use a ratrace material, taking special note of the relfections, refractions, and falloff of the material. Remember that transparent/reflective objects gain most of their appearance from their surrounding enviroment.
