Wel Im not a max user but I would look into getting body paint or deep paint uv. They are both good. or you can simply do it the old fashioned way wich is Photoshop or painter.

if you mean metallic car paint, go to search and enter "metallic paint"

Hi I'm not a max user but you should look for something along the lines of an incidence shader... incidence is commenly used to make raytracing shaders more realistic. For example a sheet of glass changes how much it reflects acording to the viewing angle ect..
If you can't find a shader built specifacaly for what you are trying to do I would harvest a default glass shadder make change it from transparent to some color and then instead of having the incidence control the reflection have it mix in a second color or texture layer.
