Hard to say without the motion you've targeted from being present in the file... but most likely its the pose difference between the source motion, and the target character. Your character has his arms down at 45deg in stance pose, Ill bet the source motion has them out in a T at stance, so the problem you're seeing is the difference between the 2 stances.
You can either layer animate on top to cleanup the arms from the shoulder point, or you can try the retargeting selecting your characters hand control items, and sliding their reach behaviour up to 100% to give IK goal like retargeting instead of FK value copy retargeting.

The easy fix is to just turn off characterize, rotate the arms to match the same stance as the then re-characterize. This will fix the offsetting that is happening and you can get back to just adjusting the small tweaks needed vs. fighting the retarget.
