You can use a middle east version(or support Arabic) of Photoshop or illustrator to write what you want and import it in max
or you can use a special program(installed with special fonts) to write in it then copy and paste it in max, it is called "Elwaseet" in Arabic.

For me the best way is to use ME illustrator and write what you want then save it as illustrator file (use oldest version when it ask you about the version you wanna save your file)
then drag it into 3ds, that should work good,
or as mhdmhd said you can use (elwaseet) or also (elrasam 2) to do this.

Illustrator ME Version is all you need actually, relied on it for many years. Just as mentioned in the earlier post, when saving make sure you choose Version 3 (if using Illustrator CS5) or 88 (Earlier versions of Illustrator).

i just download the font, should be easy to find in a google search

copy into the computers font folder and then when you make a text object in max you can choose the font you downloaded
