Spline verts or mesh verts?
If it's spline verts use "Fuse" instead of weld.
If it's mesh/poly verts post a much better description of what you are trying to do.

You have to work on an editable mesh/poly or an edit mesh/poly modifier to be able to weld vertices. If not, add an edit mesh/poly modifier to your object. Then, select the two vertices (or more) which have to be welded, find the WELD button in control panel and push it. If it does not work, adjust the threshold value and retry (the threshold value is the maximum allowed distance between target vertices - if distance between vertices is greater than threshold, vertices are not welded). The final position of the welded vertex is the position of the first vertex you have selected.

Either:
Use Collapse (which will move both verts to the mid point between them before welding them)
Use Target Weld (which will move one of the verts to the position of the other one before welding them)
Move one or both of the verts so that they are within the Weld Threshhold, then weld them.

or...
1. select both vertices,
2. 2dscale them to 0 (or just right click on 3d scale button & enter
value 0 in the right box),
3. then hit the weld button.
