when i cut and paste pictures from PS with empty BG's how come there is white in the area when i paste it in flash?

Don't cut and past. Do a save for web and save it out as a .png file. Then you'll have the transparent background.

Or... Open the native .psd file in Illustrator and export that as a flash file. If you do it this way, don't forget to open the photoshop file as layers and remove the crop marks by going to edit>cropmarks>remove.
