Anyone know of some good starter materials on 2D graphics programming pertaining to compositing, image formats, memory caching, 2d painting etc. ?

Are you looking to write 2D stuff using a graphics library or not? That would help me to point you in the correct direction...
Also, what platform are you looking to develop on?

I'm looking to make a frame checker similar to Maya's fcheck as a first graphics project. I'd like to develop it as cross-platform as possible but I will be developing on the windows platform in C.

You might want to have a look at mflip http://www.matterial.org/download/ by Karl Rasche. IT already supports several image formats that fcheck does (tiff, cineon, sgi iff I think), but it still needs quite a lot of cleanup - eg. the default way it does playback is to go for frames per second over showing every frame which is definitely not what people want. Also it has some memory issues.

Plus this projet has gone extremely quiet lately so it would be great if more people got involved.
