Is it advisable to mix standard lights with photometric lights in metal ray render?

There is nothing wrong with mixing any light types. It will usually depend on the shot.

Really? Isn't there any different between the 2 types of lights besides the properties setting? So there is really no rules of thumb on mixing the lights?

You can use standard lights to 'cheat' artistic lighting into your scene where the physical accuracy of photometrics may not be sufficient. Depends on the scene, really. And what you want to achieve. You may have to crank them up pretty high though; due to exposure control.
So no, there are no hard and fast rules. If it looks good, it is good. :)
