Since I am suck with my other project I will start this one. She was my China Doll.

Well, I think there are issues in all areas. Did you work without reference by any chance ? You really can't do that unless you're absolutely sure what your subject looks like from all angles. Things will never look right until you're able to figure out why something looks the way it does. I'd wait with a dress like that until you're able to depict folds and fabric well. Keep at it!

The reference is from a old small compress photo. It was her favorite so I am doing a painting on it for her.

Looks like a good start, and kudos to you for not tracing...I think it's much more respectable to not. I think you might benefit from giving this a horizontal flip as well as a vertical flip, your eyes have probably adjusted so much that you don't notice the elongated forearm and the oddness in her face...definitely want that face to look good!

Thanks stuh505. I will defiently go back to the face. She is not happy with it either.... But right now I am goofying around with the background inspire by the Mona Lisa.

Yes, the face needs some help. They're not easy to master, so take it slowly. My advice, start over on the face, and draw it first, and try to learn how the structure of the head works, and how things are going to be at that angle.
There's plenty of material online to study - try this one, or google up some more:
Pay close attention to the eyes, if they're even slightly off, the whole face will look odd. Reduce her face to block shapes, and build up from there. If I have some spare time, I'll do a version to show you how.

Oh - wanted to add - two things you could fix right away that would do wonders:
Make her eyeballs match in the direction she's looking - the right one would be best
Give her eyebrows! :)

As far as I see, you already got your Reference.
To get a Clue where everything's going and still being Artist instead of a Photomanipulator take the original Photography and lay a Paper on top of it to draw the Lines by Hand. Scan this and use this as Reference. You even might lay it on top of all your coloured Layers and set the Layer to 'Multiply/Colour Burn' to see the Details. I made good Experiences this way, also you get experienced in drawing.
Just try to. You even can fix some problems of your scanned Drawing by using Tools like Photoshop's 'Liquify-Filter'.

The cross-sided eyes and missing eyebrows were the first things to strike me. To start from a solid base, I would suggest tracing the picture first to get a good feel of her pose, without focusing on details, just general lines that suggest shapes and movement. Then, you take it from there and work the sketch gradually from there, flipping it often. This way you lay out the base and you are responsible for the details, wich come later. I don't think there's any shame in tracing to get the basic lines right. Drawing from a picture and keep the likeness in the person's face is really difficult I find and it's a good way to get started... And another important thing is not to get involved with details before the basic parts feel right to you. Start with general shape for her face, then her body, a basic shape for her hand... keep the dress very simple for now and then add her facial feature, subtle muscle definition and then start with coloring her.
I would focus on her before adding a background. I find it distracting with all the different textures and perspectives.
