Just came across this. Any idea how it compares to Painter?

It doesn't. I used an early version, and it's simply not in the same league.

Why is Painter so much better than dogwaffle?

Speed and intuivity of the tools mostly. Dogwaffle is a very capable application, and the route it takes (particle based strokes) is tried and tested (see maya pfx), however at the moment it's still not quite there on a number of counts. On the other hand it is considerably cheaper than Painter and does a sterling job for the price.

It's kind of like how Deep Paint 2D seems like something comparable to Painter, but when you really sit down and use it, it just doesn't feel the same. I haven't used the latest version of Dogwaffle, so maybe I'll give it a spin and see if it's much different than the earlier ones.
However, a nice little app that delighted many is Open Canvas. Try it if you haven't.
