Window > Settings/Preferences > Preferences...
After selecting Categories: Settings > Keys
You should see Keys: Animation Key Preferences
In the Tangents section you can then set your default in and out tangents and you'll notice a stepped option for your out tangents.

thank you very much... but... one question:
what is the set key button for?
this button was not created for pose-to-pose anmation? this is what i want... pose-to-pose animatin, and when i will finish the animation, cahnge all the keys of the scene from linear keys to spline keys...

For pose to pose, use character sets. Put all the attributes you need to key a pose into a character set (include sub sets if you need). You can then select the character set, and set keys for the whole character. So you can position it, key the pose, then change time, reposition and key the new pose. You can also store poses with character sets.
It doesn't take that long to set up, and then you save a lot of time by being able to set one key for a whole pose, rather than having to key different attributes for different nodes.

some of this stuff can be quite complicate and quite hard to explain without being in front of the computer with you, in which case it will take about a minute :P if you can get to the help (press F1 key) there should be loads of help there. If you can get to it, you want to go into the rigging section and there should be a bit on character sets.
SET KEY (S key) creates a keyframe on the current key for the selected joint. if you move an object/joint/whatever, it will not create a key unless you press the S key to set the key manually (some people like to work this way as it keeps the scene clean and you're only setting keys on what you want). If this is too much ahssle for you there is help :P you can click on the little picture of a DOOR KEY in the bottom right, it should turn red. you are now in AUTOKEY mode so you no longer have to press S to set a key, it is done automatically everytime something is moved.
