Are there any websites and/or forums that are directed toward CG programming? I know of GameDev.net, but that is more game development oriented where as I am looking for more animation and visual effects programming. Maybe that is just too narrow of a focus.

Maybe because developers tend to be fairly self sufficient and, to succeed, need to have some research and abstraction skills, but everybody seems to get by with resources being scattered or unrelated.
I haven't seen many sites about technical specialties staying around for very long.

I find I don't particularly look for them in first place myself. Mostly I follow gamasutra and some smaller networks for OGL and graphic gems related stuff, stackoverflow for language specific stuff, and the rest I pick up as I go, usually from sites related to whatever library or technique I'm dealing with.

Renderman is a bit of an exception, with the PRMan and DNASoft forums being alive and working, but I don't follow shading/rendering much anymore. Some mailing lists (the old HE3D ones, semi-private ones and Softimage's) are pretty decent too, but it can take a bit to get dug in into those.
