hi there, i'm currently graduating student from the one academy, one of our local malaysian art school that have course similar to what you are searching for, note I'm not advertising the art school or anything but can tell you since you mentioned cartoon animation is what you're interested in learning.

www.toa.edu.my (http://www.toa.edu.my) I won't say it's great art school but they offer the fulltime course in Digital Animation for you to learn animation from basic. it's about 3 years full time altogether, I think before you gettin started on the animation education itself you begin on the art foundation 1st which is about 1 year where you learn the fundamentals of fine art to build your understand b4 advancing XD.

the only thign about their course is that it's costly, but from my experience, some lecturers there will teach you something and you will need some learning attitude and effort from yr side, in others words yah, you will be able to learn something at least.

I think more helpfull for you to be able speak with the course lecturer and the graduates directly haha they will give you more info XD
