Hmmm.. I'm not sure, but you can do this in photoshop pretty quickly. Just change the dpi setting and tell it not to resample.

In the computer world, you are really only dealing with pixels.
For instance, an 8x10 at 300 dpi is 2400 pixels x 3000 pixels.
A 16 x 20 at 150 dpi is also 2400 pixels x 3000 pixels.
So, what you need to do is figure out the size, and resolution you want, and then render that out in pixels. If you need a 13 x 19 at 300 dpi, then render at 3900 x 5700 pixels.
