I like what you have done with the sky in this.

The way you have painted the water is very impressionistic. Your seadragon looks more realistic. You may want to find a photograph of the sea to use as a reference and then paint the water more realistically.

This is good!
But I think that since it is a sea dragon, you should make it seem more like a fish, make it a bit slimy, and maybe make the fins slightly transluscent.

hmmm... i can see the skill in painting the scene but i have a few crits. i would like to see a horizon line where those mountains are, where the land meets the water. an interaction between the water and the dragon, like ripples. like someone said, more clue that it is a sea dragon, i think a better depiction at the dragon's anatomy would help, ie if we could see more bone and structure down the back there. :)
