So... I'm working on a model of Appa and I'm running into a bit of a challenge. Here's what I have so far (sorry, it's a little dark).

The problem I'm currently facing is that, at the moment, his "hair" really looks like a helmet at the moment. He's entirely made via poly modeling, and I'm trying to keep the poly count relatively low. Anyone have any suggestions on how to go about getting the shaggy hair look... without a texture or zBrush sculpt?
