I am a rookie at modeling i can make models but not too high but you can see whot it is and i can put a high resolution skin to make the model prettier.

how can i make of my 100% polygon model to 50% and also 25%.
i mean the amount like 1600 to 800 and a 400.

I need 3 models one with full polygon one with 50% and one with 25%. I don't want to make new models. I need them cause a game need 3 models for the distance in the game. Close with full polygon , and the futher the lesser.

So is there a plugin or filter or a button that can count the amount of the polygon, and then put the amount of that you want.

Also how can i make from a flat area wich allot of polygons, a area with one big polygon.

Try Multi-Res.

You can use the Multi-res modifier to simplify the model. You might have to tweak the results a bit after but generally it gives good results. If you are doing it to a character though you might want to use it with care since you'll want to keep clean joints for animation. You can also select vertices before you apply it and have the modifier not affect these.
Your second question could be done by selecting the edges within the polygon and hitting backspace to remove them, then check in vertex mode so you don't have any useless vertices on edges. For a clean mesh you should always have four or three-sided polygons.
Hope this was good for you?

the model polygons are one sided. And the model use skins for textures and color. So don't want to delete those. Other wise i got to remap the uvw mapping.
