do you mean that effect of lights trail that appear in video CCD?
i'm trying on, i myself had this question in mind before, how to
make a light trail of video that appear in low illuminated env.

I have done something like that before, though not video trail. What I did was a growing trail of a spinning atom.
What I did was, assigned a Plane to the path the atom was traveling on using PathDeform Modifier. And in PathDeform Modifier, you can adjust the shape of the trail. Then I use VideoPost to make it grow. Something like that.
I suggest checking out the light trail effect tutorial in the book '3DS Max 3 Magic', they explain step by step how to do it.

I don't know if it would work but have you tried using facing particles to create a trail and then using video post to get a glow?

Ghost trails is probably as good an effect as your going to get. There is a tutorial in 3D Studio Max 3 Magic that address this issue but its basically the same thing that ghost trails does. Something like this I would think would best be done in post as it would probably look more realistic then. I can't imagin it would be too difficult to do in after effects or something.
