What does this option really do and why is it here? Does this take any translation keys I have made and bake them all into the root or does it disregard any translation keys I have made other than those on the root?

meaning that it does not create extra translate keyframes on the rest of the joints in the skeleton and not just the root.

If you have squash and stretch driven by translate or you have joints that are props and they also translate then you will want to turn this off.
