try to increase values of "Veiw Rate to 25-30 & Sec Rate 8-10, in luma server, HDRI lights make this grainy like scenes if Rates are at low values, increasing value will slow ur rendering.
try it...

Well, I did what you said, but it still looks pretty bad:

Image sampling is at 0 min 2 max
GI Shade rate is the same
View rate is 30, Sec rate is 15
Anyone know what is causing this?

Using same Hdr for reflection and skylight can cause this...I would use a small and blurred Hdr for skylight..U can use Hdrshop to create a blurred version for your hdr image , use it for skylight ... For reflection use the original of Hdr image and in the HDRi map, change the "Blur:" value from 1.0 (default) to 0.1 ..I dont know why but this solves some artifacts...

Oh, I forgot to change the blur to 0.1, but the graininess is still there. I am already using a smaller and blurred map for the lighting.

I have Brazil 1.0
I dont really have a place to host the scene file, but i could send it to you through MSN Messenger or ICQ.
