I checked Autodesks site but couldn't find a reseller for MR, can't find it online period. elusive thing

Does the stand alone MR have additional features (as opposed to speed and/or ability scale with CPU cores) than the one that came bundled with Maya 2010?

From what I gather it's a program dedicated completely to rendering, so yes it's faster than the built in MR in maya, and it's used with render farms also

Mental Ray Stand Alone is not really faster per se - but not having Maya loaded into memory can have some performance benefits if your memory limited (which is applicable to MR4Maya if you use command line rendering).

The biggest difference is Mental Ray Satellite only accepts renders from Maya. Whereas Standalone can accept custom written MI files, and scenes from most apps that have a connection to Mental Ray.

There is also an imposed limit on the number of Satellites you can run with MR4Maya (5 for node-locked license, 8 for network license), where as with Standalone - you just purchase however many licenses you need.
