first attempt at a character. modeled using split-polygon.

Questions: How can I make it so the little tendrils sway if I move the head?

ok here's one with wrap and cloth together

create a low poly object that just represent one of these guys. (try to use quads). you could go to modify-convert. and then convert the modell to poly. (but we only wanna have one of these guy). ok then create a wrap def. simply click the original and then the new poly. deform-create wrap deformer. after that translate the poly a little bit to the side. if not all points of the new surface which are inside the poly surface are mooving with increase the max distance of the wrap deformer in the channel box. now it's only a matter of cloth. we've created the wrap because this low poly is faster calculated by cloth. play a bit with the cloth options to get your desired result (i know it's a bit generell but cloth is really just playing around :) )

ok this one is really simple and will give a good result.

create a choint join in the surface. after that make sure that all have the same local rotation axes. (select all joints and display-component display-local rotation axes). they should all look the same. after that simply bind the geometry to the skeleton. (smooth bind with default options). now create a curve on the top of the chain. and point constraint it to the first joint (select the top joint, shift select the curve, constraint-point) now with the connection editor connect the rotate attributes of the curve to the rotate attributes of the first joint. then do this again, connect each joints rotate attributes to the ones of the first joint.

now if you grab the curve and rotate it all joints are rotating and it should look fine. the point constraint is simply to drive the curve with the joint chain in animation.
