Its a character of mine chasing his nemisis in a old disney air

Because of the perspective, it is hard to tell what is going on... his right hand doesn't seem to be on the railing,
Can't really make out the guy he is chasing and that whole area of the photo looks strange, but maybe Ii just don't know what I'm seeing

The final output is made for 11x17 print but i smashed it down the test prints look fine in that area
but i agree about the hand i was also thinking it needed more shadow

The perspective is wrong on the wall he is leaning on.
It appears to slope away from him, and only go as high as his ankles. This is why his hands appear wrong, it is like they are resting below his knees.

EDIT: Also the perspective between the near roof and the far roof looks correct, but the vertical lines of the near roof don't match the verticals of the surrounding buildings.

I tweaked a little to try and bring the vertical perspective in line. I think it really brings it together.
Need to get some kind of shading between him and the wall though. Either he is going to shade it, or it him. If it is shading him it will need shadow clear across.
EDIT: Sorry! I never did say I like it! Like was said earlier I have trouble making out the enemy, yet I clearly got the feeling that the enemy was getting away. I like the simple grey and yellow contrast.
With just a little tweaking I think the environment will be great just have to nail down the characters a bit.

Also something else that confuses me...
The things over his shoulders. They hang like bandoliers, but they don't have any ammo on them, and he isn't carrying a gun. I guess it could be some kind of body armor, or maybe a cerimonial sash from the local Masonic temple. Not really sure what I'm seeing there at all :)
EDIT: Also the moon and far buildings work well. Simple yet effective!

thanx for all the help the perspective was bugging me
as for the belts they go to a large cleaning vacum but i left the belts on to give him more characcter
the perspective is curvileanear or four point and im trying to work out the kinks thanx for all you help
ill give what you said a try

i added the shadow where you said
and realized the building on the far left didnt have one so i added it too
