Well I want to morph my character head and I was wondering what about textures? Do I have to paint for every morph target new texture or morphing is for procedurals?

you don't need to adjust your textures at all unless you want them to morph, too.

you can edit original textures to add extra touch... e.g. add some blush around cheeks, veins out, forehead and around eyes wrinkling etc. for appropriate morph targets... just depends how far you want to go.... :)

But when moving for example mouth and my character has shagginess it should also move so on my texture to prevent inappropriate texture stretching right?

Yes. Just make sure the UVs are applied to the base object, below the Morpehr modifer.
