damn, lol, i just wrote a whole big reply and my computer froze, so i'll start again.
i used to use max, but wasn't very good at it, so i dont know about the soft poly selection, but to move a viewport around (default only allows the perspective view to b moved) hold the alt key and either mb1 middle mouse button or mb2.
sorry i couldn't help with the poly selection, and welcome to maya
enjoy your stay

Soft Selection in Max = Proportional Modification Tool in Maya (not built in)
You could use MJPolytools (http://www.maya3d.dk/Scripts/MJPolyTools/) or other modeling script tools here (http://www.highend3d.com/maya/mel/?section=modeling), such as CPS toolbox, xySoftPeak or others, the great Byronpolytools is on the way :)
Btw you could read this (http://sotdev2.tech.purdue.edu/tasg/resources/tutorials/max2maya.htm) or download this (Max to Maya) (http://www.alias.com/eng/products-services/maya/file/3dmax_to_maya.pdf)

As DeathBrain said, there is this similar tool in Maya but it lacks the functionality of Max counterpart. I guess we have to wait for BPT...
Rotate around selected: select the items, press F. Your center of rotation is now set...
