What is the best way to make part of a characters body dynamic? For instance making the breasts of a rigged female character bounce as she is moving?

There are a couple different methods, it really comes down to how much time you have on your hands and what the end result is being used for. Personal, Video, Game, Medical, etc..

On the low end you might use bones, on the high end you might use a combonation of muscle and jiggle deformers. Or maybe a cloth dynamic (Which might be fairly intresting). The dynamics will take a bit to do, since you will need to cache your result.

If you are talking about making numerous parts of the character dynamic, loose skin, fat deposits, etc... you could use a soft body and paint goal weights or nCloth and paint Attract to Matching Mesh weights. The soft body setup is pretty easy and solves quickly.
