I have these extruded letters in 3DS Max, and I need to connect the edges of the inside of the O correctly. I thought I could select both edges and cap them. What is the technique here? I can't seem o get my head around this.

I basically took an extruded O, inset it a bit and then applied negative extrude to make that little edge of each letter. Some came out wonderfully, others did not.

I'm not a Max user, but basically, if both edge loops have the same amount of points/edges, then you should be able to bridge them. If you simply cap (i.e. fill the hole with one poly), then you get an n-gon where "n" is the amount of all edges in the borders – quite a lot.
But to be honest, I'm not sure I really understand what you're trying to do here.

You should be able to go to the level above edge (I forget the proper name, but it's the 3 key), and that should enable the bridge tool. This should take a shot at building the appropriate face between two loops. If you've got a different number of verts in each loop, it might have some trouble, but I think it can deal with that as well. Otherwise, you can either extrude one edge across to the other or shift-scale to do the same, and then just snap the verts together and weld them up.
