Can someone please explaine to me how to do the vector effect in this demoreel

(close to the end) and how to vectorize a footage using AE or Flash

its really good stuff, which do you mean exactly, but it looks to be alot of vector art from Illustrator or similar. obviously theres some flash work in there too.
