if i've applied a wiggle to a certain layer, but at some time in my comp, i want this expression to stop, or fade slowly.. how can i do that?

Trigger the values using sliders. Add a slider expression control, then link it to the amplitude and animate the slider with keyframes:

freq=3;
amp=effect("Slider")("Slider");

wiggle(freq,amp)
