gvim baby! If you write lots and lots of scripts.. gvim's nice 'cuz you never have to touch your mouse.
emacs is also good, and if you're on linux nedit is fine.
I just find that with emacs I get carpal tunnel 'cuz I'm always hitting that damn <ctrl> key.. and with nedit, ya gotta use the mouse too much.

You should also check out UltraEdit. It's Windows Shareware. Super powerful.

Is UltraEdit a separate application or a plugin that opens within Maya?

get an updated version of gvim and the syntax highlighting should be in it.

So it is! But the mel syntax file included with the gvim distribution is dated May 1999! Anything newer/better out there?

I wouldnt worry about that. There have been very few changes to the syntax since then
