Is there anyway I could add a rim light that will not bounce off to other surface when FG is on?

Since final gather is based off of the brightness and color of surfaces, it is not possible to exclude a light from FG. What you could do is exclude the object from FG, which I'd imagine you wouldn't want to do .So, you'll just need to have a separate render pass.

if u let the keylight only do spec and not diff. then it will not add to FG. i tnink. but like kanooshka said ...final gather will looks at surface than light.

Yep, just dont include the light in the FG pass.
