I've read a bit about the Wacom lag issues, but I haven't been able to resolve mine.

When I start a brush stroke in photoshop, or try to drag something in Maya, I am interrupted by a stutter. If I don't move the mouse right away a right click icon shows up.

I am using a Wacom Intous3, but I have a 12WX Cintiq that has the same problem on this XP dell. My mac works fine.

Any help will be appreciated.

You probably haven't disabled Windows' hold to right click stylus stuff. Go through control panel and look at the stylus/pen, etc related sections and turn off those features.
