Well, MAXr5 has Ink N' Paint which can do cell shaded renders.
Illustrate had a demo version last I knew. ( www.davidgould.com )

If you don't need correct outlines, or you don't need outlines at all, try using falloff maps to mimic the cell shading.
Almost any type of shader can be transformed into a cell mimic shader, just do this: (Example with a standart MAX shader)
First, set the self illumination to 100 (Or pure white) then apply a falloff map into the diffuse slot. Set the falloff type to Light/Shadow. This way it will be illumination based. And voila, after some tweking with the falloff curve, to get a crisp translation between falloff colors, you've got a cell shader mimic material with 2 colors. One for illuminated, and one for shaded.
Another way to put a "Gradient Ramp" map into the diffuse, and set the Gradient projection also to Illumination based. (And the color translation to Solid) This way more colors will be available, and the positon is more controllable...
This method only lacks outlines. (but it's still possible with several carefully chosen fresnel falloffs) And using falloffs sometimes creates wierd pixels...
The main advantage: Its free, and fun to exoperiment. :D
