Can I use blendshape AFTER skinning ...or I HAVE to put it BEFORE skinning?

The order in the input stack should be like Skincluster should come above Blendshape.

in the end you can add blend shapes in either order. That said. If you add Blendshapes after you skin the mesh you will need to make sure that you do not accidentally skin the blendshapes themselves and you will need to adjust the inputs, this is done by selecting the master shape that you are blending to, right clicking that mesh and selecting Inputs>Show All Inputs.
