my gfx card is a quadrofx1000, what voltage should the AGP slot be getting? i think it might be under which is why its performing slow

Doubtful. Low voltage would probably cause other more noticeable problems like application crashes or garbage on the screen.

I thought we resolved on a different thread that you have CPU and memory bandwidth problems?

The AGP slots are keyed based on voltage. You can not put a card into a slot that is not the right voltage or that is not universal.
