For me, I use Partition Magic but I am not sure if it is the best and whether I doing the right way with it. :hmm:

There is no single optimal setting for partitions, or are you asking what tools to change partitions work best?

Theoretically the first partitions will be faster as they are physically on the outside edge of the platters, which spin faster than the inside edge. The effect should be readable, albeit not noticable. Keep apps and OS in early partitions, and storage for later partitions.
As for why you're using partitions in the first place, well that's up to you.

sometimes, 3rd party software doesn't affect that much the performance of a partition. I agree tuna for the fact that the 1st partition on a list(if your'e using many) has a better performance as i've also experienced in partitioning my drive.

Acronis Disk Director Suite isn´t bad too and it´s available for an attractive price.
Partition Magic is good as well.
