Because the "wireframe" option in max is a on or off kinda thing, no matter how hard you try, it will not work with any mixture of blend materials.
Discreet's semi-official responce on that matter (if memory serves) is to copy and scale your mesh slightly, so the second is slightly larger than the first. Then copy your material and make it a wireframe material, and apply it to the new mesh. This has obvious limitations, but works for simple "show-off" type renders.
The other option, if you are using Max 4 is a freeware plugin by blur called "wiretex", and you can download it here:

problem with this map is that it requires UVW coordinates. But if you have them, it works really well. Oh, and you may need the blur library pack to get it to work, just read the readme file that comes with the map.

they mean to put it together after(post) render -- unless their talking about a video post effect (?)-- but yea u could composite your frames together after render in max or premiere or whatever....

I think they're talking about Video Post..although I've never done it that way...
The other way to render an image with wireframe is just to do a screen capture Alt-Prnt Screen and paste it into your favorite image manipulation software application....situation..attenuation...degridation...utilization....renumeration...

why not just make preview under render option, you can make it only one frame and save it as an image(and selsect the sizes you want) , that is if youre just doing it to show progrress, if youre rendering final stuff, then do it in post p (not video post)
when you do that the preview max makes is the same stuff you see in your viewport. so if you have edge faces and faces and highlights on max will make a preview of that.

If you want to render a animation in wireframes, just select: Animation->Make Preview. Select Tiff as format and load the renderes tiffs in your prefered Videopost app such as After Effects. I would recommend to render the tiffs a little bit bigger as your desired vidoe resolution to avoid/mask buggy OpenGl views. Tweak the wireframe a little bit to make it look smooter.
Please be aware that "Make Preview" is kind of a animated sreenshot. So don't click any windows when your comp is rendering.

Or you could use a lin renderer like Illustrate or FinalRender or port you file to a good 3D software like FormZ :D
