If you want to do something cartoony, lokk for a particle tutorial shipped with MAX, IMO it suites your ned on how to do such animation.

You will have to experiment with particle systems, and deflectors to enable your particles to collide with the hand, and bounce, "flow" off from it.
The material setup discreet suggest is also good to do something cartoony, but if you want something more correct, look for meta particles in the manual. :)

Creating really convincig water effects in closeups, like this scene, requires something more than MAX's built in features. The system RealFlow is quite good in fluid simulations, and believe me, really convincing.

it not look like water.
the water look like.....big bubble or something and the "water" doesn't behave like water i mean although this short should be in cartoony style the water look like solution or something.so if you can to help i will thank you a lot.

you could maybe shoot on video some water effects on a black background and map it on your surface and adding it with your bubble.
