I have never heard of a networked scanner, but it is possible to scan over a network using Unix software called SANE (http://www.mostang.com/sane/). SANE operates both in standalone and network daemon mode. One solution would to place a low powered Linux computer on your network as a "scan server", attach a SANE compatible scanner to it, and run the SANE network daemon (http://www.penguin-breeder.org/sane/saned/). Any networked machine running SANE should be able to make scans from the scanner attached to the scan server.
SANE is Unix only, but there is a TWAIN - SANE bridge which should allow it to work with Windows machines.

I don't think windows has any support for sharing a scanner over the network.
To be honest I don't see how it would help to do so. You would have to load the document/picture into the scanner then go back to your computer to get the scan, then return to the scanner to retrieve the document/picture...sort of defeats the purpose of having the scanner networked.
Why don't you just make a shared folder on the computer that has the scanner, and setup the scanner to save the scanned images to that shared folder. Then you could access the images from any computer without actually sharing the scanner.
 hope that helps.

Thanks for the suggestions... ZrO-1, yea I agree with you completely, this isn't something that I want... my employer wants the functionality, so I told em I'd look into it.
Thanks...
