I have snap turned on, but when I scale keys inside the graph editor, the keyframes do not scale 1:1....Is there something inside the scaling option box that I didnt check or is there a mel script to alleviate the pain of going and selecting each key and moving it to the nearest whole number??

The keyframes are scaling away from the point you start with you mouse. You could use MEL (scaleKey) to scale it the right way. For more detail look in your Mel resources

there is also a script on highend to fix this....
