1) The topology looks great to me, it's a nice, clean, well layed-out mesh. One thing you may want to consider is that it is currently pretty light on detail. That's not a problem at the moment, but if you try and set up any facial expressions on that mesh as it stands just now you will have a hard time creating the more pronounced creases and wrinkles which form when even the smoothest face contorts. I always model in some extra loops in the areas where I think I will need creases later, but knowing exactly where to put those (and indeed whether you will need them at all) just comes down to experience. It also depends on what the face is actualy going to be doing when animated.

2)I prefer to use morpher for facial animation since I get total control over each target. I've used a bones/spline/Skin rig a couple of times, and it just takes too damn long to set it all up and tweek it (a realistic face requires litteraly hundreds of controls). You can of course combine the two, using bones for the jaw movement and morpher for everything else, and this technique seems to give great results from what I have witnessed, though I haven't actually tried it myself.

thanks for your reply Iain=)
about thoose creases..could i make it under meshmooth?i had thought it would save me a lot of polygons and easier to edit the mesh.this idea come from a post of Steven Stahlberg...in that post he showed us a really simple mesh, but the final textured head is detailed and amazing. those pics had been long confusing me.
here is his post:
