Use Afterburn and render it with Scanline...there are many tutorials, use google. The rest of the scene can be rendered in Mental ray...than you can use a compositing app to combine your footage.
Afterburn doesnt support Mental Ray but Vray.

Isn't the latest version of Vue built to plug straight into the Max interface?

Another way to create clouds in 3ds max without any plugins:creating_clouds (http://www.3dtotal.com/team/Tutorials_3/jussing_clouds/creating_clouds_3dsmax01.php)
Have you tried the vue plugin to 3ds max, should still work with v7, though I only thinks it renders with MR.

The plugin should be automaticaly installed when you install VUE (I assume that you have 3ds max installed before vue?)
Maybe there is somthing here: http://www.geekatplay.com/vue7.php
