Any tips on how to simulate Doppler?

I was thinking sprites might work, but Doppler Radar has the different Layers of color.

2d fluids and some tweaking would do the trick. You want the effect to be "pixelated" the same way as the result of a doppler scan?

Yes! I tried using Particle Illusion last year, but wound up using photoshop with better results.
I think Fluids or an emitter would be good for this, but not sure how to set it up.
Maybe A ramp will need to be used?

Try emmiting from a Black and White image with 0 speed so your particles will stick to the object, save the initial state so you wont have to wait until all the particles are created... Attach some fields to them (uniform, turbulence), and make them volume fields... so you can animate how the particles fly away.
Also you could try goals and a couple of expressions to make them fly away

Also, if you're not very comfortable with particles, you can use 2 animated textures. One for the text disapearing and one for emmiting particles where the text has just disapeared.

sadicus- I agree with the texture method - craters/stucco is where I would start.
