Does anybody know the AE Template mel for the Plug-in Manager?
In what file is it constructed?

For the Plugin Manager is not the Attribute Editor why do you expect this? It is a Window built in pluginWin.mel (->scripts/others). Btw: the `whatIs` command is your friend :D
