Is it photomatric light affected when using a sss skin shader???Lights are not affected by your scene materials. Scene materials are affected by lights.

If you're asking because your skin material is rendering black when using the photometric lights and/or the photographic exposure control then you simply need to disable the 'Screen' (soft) compositing of layers option on your Fast SSS Skin Material settings...or adjust your exposure settings if the whole scene is rendering black.
